If you're talking about a pure Open Source VPN client, I would say that it would be exactly the same. If you're talking about the clients that the various commercial VPN vendors put out, then I would say that it will not work at all. In almost every case, they send out an "OCO" binary, and a source code wrapper that calls it. They're all intended for Intel or other non-s/390 hardware.
