Dave, Please check if you've got the dasd_diag_mod and/or dasd_fba_mod kernel module loaded. The dasd_diag_mod module allows you fast access to CMS reserved disks via the diagnose driver, or the dasd_fba_mod module lets you use fba type devices like the dasd_eckd_mod module lets you talk to 3390s.
