The machine is running UTC.

 In YaST, I specified PDT as the standard time.

BTW we are not running VM.

All the logs show mountain time.

Where are you seeing Mountain time used? Each user can set their own
timezone, so having your userid display Mountain time doesn't mean that
the machine is running that way. The best way for the machine itself to
run would be to use UTC, which is expected by other operating systems as
well, such as zOS or zVM....
