I had the same issue. It should be a standard inclusion.
I recommend xinetd. I downloaded from the web and installed it.

Yup. inetd is no longer a standard part of the install (you can install
it yourself, or use xinetd).
If you want inetd to run, you have to deliberately install and enable
it.
