Java 1.3.0, 1.3.1, and 1.4.x are all available on Linux on S/390 and zSeries. There's no connection to Tivoli at all (thank heavens for small favors). You really don't want to run 1.3.0 -- didn't have the JIT compiler code. 1.3.1 is probably the lowest reasonable level. You should be able to download the current Java environment -- the list archives discussed this recently and you should be able to find it by searching there.
