HCM is the GUI for HCD, runs under OS/2 or Windows, and interfaces to a started task in the mainframe to create or list or change IODF's. One would use HCM to graphically configure HCD on a running MVS system, create a workable IODF,and then one would either activate, or bring everything down and POR via the HMC.
