Follow up with Barton, but I don't think your problems have anything to do with your swap files. You have 750MB systems defined. Of that amount, 330MB, and 220MB are being used for cache, and 12MB and 117MB are being used for buffers. So, for each of them, roughly 340MB is being used for one or the other of those purposes.
I don't think your system _needs_ to use the swap space. If these systems are running on z/VM, it's possible you're seeing a slowdown because the system is so bloated with storage being used for caching and buffers. The one system you say is running fine is only using 2MB of the swap space.
