For DB2 on Linux you should be able to get some help sizing your throughput requirements and I would expect that the database size will be an important factor here. The zSeries in general is superior for database work as it has a powerful IO subsystem that can not be ignored in comparisons like this.
Is the 60% busy an average over the day or during the peak? What speed are the Pentiums? What's the OS for the system using 60% of dual Pentiums? How big is the database?
