There are some formulas available that can be used to calculate an
approximate MHz value for zSeries processors for different workloads but
experience shows that these kinds of comparisons can be quite misleading.
For DB2 on Linux you should be able to get some help sizing your
throughput requirements and I would expect that the database size will be
an important factor here. The zSeries in general is superior for database
work as it has a powerful IO subsystem that can not be ignored in
comparisons like this.

Is the 60% busy an average over the day or during the peak?
What speed are the Pentiums?
What's the OS for the system using 60% of dual Pentiums?
How big is the database?
