Brian, while external security managers such as RACF, ACF2, VM:Secure, and
Top Secret are an important (required!) element in providing the
adminstrative controls needed to manage a secure z/VM system, the
technology that creates virtual machines and keeps them apart is contained
entirely within the Control Program and the zSeries hardware.

Or, to put it another way, "virtual air gaps" are constructs of z/VM and
the hardware.  Their insulating "R-value" is a function of both CP and the
ESM.
