My opinion:

If you primarily need GUI admin tools, the Tivoli server is fairly nice,
and that's the major advantage to it: a very nice user interface. I
don't see any major performance or functional benefits in the Tivoli
code over OpenLDAP (with a properly planned schema and server
distribution), and use of a backing RDBMS is about as easy in either
one. I prefer the OpenLDAP linemode tools -- they're more function rich,
and in combination with the Perl and REXX LDAP libraries, I think
OpenLDAP is easier to use and manipulate from applications. There are
some good open-source GUIs for OpenLDAP; I just haven't found a need for
one yet.

Both are equally reliable (I've got one OpenLDAP site with uptime over 2
calendar years) if properly planned. I haven't found anything yet that I
can do with the Tivoli Directory Server that I can't do with OpenLDAP.
I'd be interested to know what you plan to do with the product -- just
resource location, or authentication, or more?
