No. tar does not produce or manipulate labels of any kind (IBM or
otherwise).

You need to find a copy of the ansitape program from comp.sources.unix.
ansitape allows you to produce both IBM and ANSI labels and do other
manipulations with tapes coming from other systems. Google will lead you to
the right place.
