Depends on whether he has a copy of VM around or a copy of VSE.

OSA/SF is included with zVM and it is a lot easier to
setup than installing VSE!

As far as I know, you need either VSE, VM or MVS on the system to tinker
with the OAT. We always had VSE in one of the LPARs.

You don't need much of a VSE system, you can probably get with with just
a BASIC startup.

How do I load the oat .. I've done it via vse.. But how
Do I do that on a plain jane system with no interface..
