Note that you probably _do_ want to use md5 passwords, since they're more
secure, and do allow you more characters in the password.

Have never done it myself but I believe you want to look at
/etc/login.defs:

#
# Number of significant characters in the password for crypt(). # Default is
8, don't change unless your crypt() is better. # Ignored if the "md5" or

PASS_MAX_LEN            8
