Anyone who can logon to the virtual machine can break your system.
Some people rather grant root access to those with physical access
than have many people know root passwords. If you can not control
logon with network access, you may neen a proper External Security
Manager like RACF/VM.
Your VM colleage can do nice things with automated operator reading
along with the console etc.

But as said, if it's only for shutdown then you can do without root access.
