For grep-ing in CMS I use a free, fast IBM utility called SCANFILE which
searches for strings in CMS files. I've got a Rexx front-end for it so
that I can have it search all or a subset of VM mdisks.

IBM's VM ISPF/PDF product comes with a good (I'm told) compare utility
called SUPERC.

You've got two options:

You can probably build the GNU Grep and DiffUtils packages
on OpenVM. They will be less effective outside of BFS space.
You *may* be able to build them in traditional CMS, but I wonder
what will happen with filename globbing there, since in POSIX
globbing is handled by the shell. (I hate that! Most things in
Unix/POSIX/Linux I really like, but not that. Shells should not glob.)

Another thing would be to build work-alike stages in CMS Pipelines.

Yep.
(And conversely, I miss XEDIT, REXX, and Pipes when not in CMS.)

To this end, I wrote a MAKE for CMS using Pipes.
It's not completely the same (I intentionally discarded
the requirement for <TAB> in the rules file), but very handy.
So I am sure that having GREP and DIFF would also be a huge help.
