Whoa, wait a minute here....
The dasdfmt should have been on the raw device, and then fdasd should have created the partitions.
Try that: dasdfmt the raw device /dev/dasd/????/disc, then fdasd -a /dev/dasd/????/disc, then vgcreate /dev/dasd/????/part1
