Hi Tom, We moved our Child Welfare system from Oracle on HP-UX to Oracle on Linux/390. We are extremely pleased with the result. We have future plans of moving HR (Oracle Applications Server), and our data warehouse to Oracle on Linux/390. I believe most of the tools you are used to having on other platforms are there.
We also have plans for moving some DB2 processes to Linux/390. You might try contacting the IBM/Oracle Competency Center (run by IBM). They have resources to tell you whether it would be a good move or not. I've been on the Oracle web site, and I'm having a hard time finding support info for Oracle on Linux on the mainframe.
