No, I think you're mistaken. NTP works fully in UTC and does not help
you find your geographical location.
Issue a Q TIMEZONE on your VM system and see what that says. I expect
it will show you that the hardware clock is UTC and CP applies the
time zone of mountain time. If this is your VM system, you could make
it use the PDT timezone (through a config change - and right now with
a 'set timezone' command).
