Ok, I can see that I need to move the s390-tools package from the k series to the a series. The s390-tools package contains not just zipl, but dasdfmt, and fdasd as well. These are necessary to format and partition new DASD volumes later on.
You can either re-do the install, making sure to select s390-tools from the k series, or go through a (perhaps faster) but more convoluted process. Since you're just starting with Linux/390, I would recommend repeating the install. If you're interested in learning how to rescue your system at some point in the future, I can detail the alternative process for you.
