I've been trying to answer this question correctly (more than to say
"no").  I can't find where this is documented, so perhaps the SuSE folks
want you to set this up through YaST.

I believe the SLES9 and SLES9+SP1 (note the extra entries at bottom)
install trees should be as follow:

 /sles9root/
      boot -> SUSE-SLES-Version-9/CD1/boot
      content -> SUSE-SLES-Version-9/CD1/content
      control.xml -> SUSE-SLES-Version-9/CD1/control.xml
      media.1 -> SUSE-SLES-Version-9/CD1/media.1
      SUSE-CORE-Version-9/
          CD1/
          CD2/
          CD3/
          CD4/
          CD5/
      SUSE-SLES-Version-9/
          CD1/
      yast/
          instorder
          order
      SUSE-SP1-Version-9/  # if SP1 ISO images exist, the following are
created
          CD1/
          CD2/
      driverupdate -> SUSE-SP1-Version-9/CD1/driverupdate
      linux -> SUSE-SP1-Version-9/CD1/linux/

Then the very important difference of the yast/order and yast/instorder
files.  For SLES9 they are:
# cat order
SUSE-SLES-Version-9/CD1 /SUSE-SLES-Version-9/CD1
SUSE-CORE-Version-9/CD1 /SUSE-CORE-Version-9/CD1

For SLES9+SP1 they put the SP1 CDs first in the search list:
# cat order
SUSE-SP1-Version-9/CD1  /SUSE-SP1-Version-9/CD1
SUSE-SLES-Version-9/CD1 /SUSE-SLES-Version-9/CD1
SUSE-CORE-Version-9/CD1 /SUSE-CORE-Version-9/CD1

I have been modifying the mksles9root script for the last couple of days
so it will create a SLES9 tree if it finds the 6 SLES9 ISO images in the
current directory and a SLES9+SP1 tree if it also finds the 2 SP1 CDs. It
has been tested thinly, but I at least installed from a SLES9+SP1 tree and
got this:
  # uname -a
  Linux lat41 2.6.5-7.139-s390 #1 SMP Fri Jan 14 15:41:33 UTC 2005 s390
s390 s390 GNU/Linux
