It means both. But don't panic. Things are not nearly as dire as The Reg makes them out to be, and my prediction is that this is a tempest in a teacup.
That said, it may be true that Debian chooses to focus its primary support on the Big Three (x86, amd64, ppc, *maybe* ia64 as #4)...but honestly, that's what happens now (albeit without a formal structure) simply because that's where the developers are.
Don't get too concerned at this point.
