Getting mainframe cycles is not, AFAICT, an inexpensive proposition. There's only so far you can depend upon emulation.
Actually, I've already gotten two OSDL virtual machines for the Debian project's use. Cycles are there if you ask for them.
So AMD64, x86 and PPC are all machines almost any of us techies can afford to buy; an IA64 is less accessible, but is still *far* more accessible than a high-end Sun, HP or mainframe system.
My understanding is that the Debian distro isn't a particularly commercialized (as RH and SuSE are) system so there's less money available to get cycles with.
That being said, there are times when I wished I had a zSeries (or S/390) in my back pocket to use... but I don't.
If you have a good Open Source project, just ask the OSDL folks.
