So leave the device defined to the guest but not have anything actually be
there... the system returns an error of some sort at IPL I would presume
but otherwise things are 'normal'

Absolutely.  Just update /etc/fstab, and be done with it.  You don't even
need to take the system down.

swapoff /dev/dasda1
echo "set device range=200 off" > /proc/dasd/devices  (assuming this is a
2.4 system)

And let your VM system programmer do a detach, or if you have cpint
installed:
hcp det 200

You don't even need the t/v disk. The dasd=xxx sets up the slots and if you
don't have a "device" attached there is still a dasda1 slot present. That
is
another advantage of VM!
