I have created the SA dump utility on tape but I must be doing something wrong because when I try to IPL the tape I get unit check error.
Any ideas there? Wait state 9015 only occurs during shutdown (from HCPWRP). The question, as you note, is "Why is the system is shutting down?". The SA dump should tell us (a) why the system was shutting down in the first place, and (b) what triggered the 9015. I would have expected something in the system operator's console log to disclose the original reason for the shutdown.
