In /etc/X11/xdm/xdm-config, comment out the last line (add the initial !):

Change:

DisplayManager.requestPort:    0

to:

!DisplayManager.requestPort:    0


I don't think xdm will start properly if this is set, since there's no local 
display.

I know we had to do this to use xdm with a remote X server, but I don't have a 
system to play with right now, so I can't confirm whether or not this actually 
prevents xdm from starting.
