This means that ..lib/libbac.a is a pre-req for the file currently

compiled/linked and that it couldn't find that library or any
dependency
rule on how to create it.

I'm wondering whether you specified the right backend in configure,
and whether you have all the necessary libs and headers to support
it.  Bacula can use, IIRC, sqllite, mysql, or postgresql, but it
requires at least one of them unless you're doing a pure client build.
