under. Looking through the man pages and finding the -T option, I
tried:

ned is supported only on 3270 terminals
The same is true for /dev/3270/tub, /dev/3270/tubcons, and
/dev/3270/ttycons (everything that's in my /dev/3270 directory).
A #CP Q V CONS shows my virtual console as device 009 and type
3215. I
thought maybe I had to have IPLed Linux with my console defined as a
3270, but it seems Linux sets it back to a 3215 at IPL time...
Change your directory entry so that device 009 is type 3270. Then
make sure you do a set conmode 3270 before the IPL of the Linux volume.
If *that* doesn't work I'll scratch my head and think of something
else. Maybe explicitly setting condev= in the IPL parms.
