List all the symbolic links in /etc/rc.d/rc5.d/  If there aren't start
scripts for everything you expect to be there, then you'll need to
chkconfig them on for that runlevel.

I opened up runlevel 4 in /etc/inittab and linked only one service
S10network to have only network and no other daemon. I can go from
runlevel 5 (default) to 4 and all the daemons come down. But when I go
from runlevel 4 to 5, the daemons do not start up. If I go from 4 to "s"
and then to 5, it works. I have not looked into the init scripts. I must
be missing something here.
