Thanks for all the replies.
These are my replies to the questions/suggestions:
I do have 512M for this guest.
I do not have access to initrd and vmrdr.ikr for SP1 or SP2 - contracts
are being sorted out as we speak.
I have successfully used the initrd and vmrdr.ikr from the base Suse 9
before. I also had problems with that install (few months ago) but those
were mainly with the SSH settings and not being able to logon to
complete the install.
Sorry about the terminology but I did mean new LPAR as well as new
virtual machine as well as new z/VM 510. This is basically all new.
One other bit of information - when I SSH into the guest, SSH does complain
about a mismatch of SSH keys. I end up with same problem whether I indicate
YES or NO to the 'update sh key' prompt.
Any other help would be appreciated.
Thanks.

No. You don't need an X server to forward too. just ssh and run yast and it
will give you the ncurses view. Make sure you are using 512 mb on this
Guest.
