When you run HCM/HCD, it disables the CP dynamic I/O commands.  Further,
IIRC, CP will not recognize devices that are not in the IODF if HCM/HCD is
in use.

And, actually, I misspoke.  Features Enable DYNAMIC_I/O is what controls
the ability of the VM LPAR to dynamically modify the I/O config (if CP
owns the token).

If your server is a mix of z/VM and z/OS, do your I/O configuration from
z/OS.  While z/OS HCD/HCM can handle all of z/VM's I/O needs, the z/VM
version of HCD/HCM cannot handle all of the things z/OS might need.
