I never received a solution for this. I think the problem was caused by replacing our 31-bit LINUX YOU server with the 64-bit version but continuing to use the original /var filesystem from the 31-bit. I could never locate the magic value.
I ended up recloning the entire LINUX YOU server and resynchronizing the local patches. It took me 20 minutes to reclone and reconfigure, far less time then I spent on this problem. Lesson learned.
