Have you looked at a normal X-Window server? If you're trying to avoid the cost of something like Hummingbird, take a look at CygWin X. CygWin is a set of Linux distribution tools ported to Windows, one of which is XFree86. This allows you to have an X-Windows Server running on Windows. Using ssh -X to log into your Linux image will tunnel the X protocol back to your PC and to the CygWin X server.
