I have used the installer system in the past, but I'd like one that has all
the networking stuff built into it etc. Not something that starts the yast
installer gui and such.

I've always suggested using the ramdisk that was used for installation. If
that doesn't have everything you need in it, you can create your own by
copying the original, and adding to it.
When you've got what you want, you can write the kernel and ramdisk
pointers
to a different disk than your normal IPL address with zipl. Or, you can
use
the new s390-tools versions to make it one of the options on your list of
kernel/ramdisk pairs at boot time.
