Not sure if this addresses your problem or not. We installed SLES9 on zVM 4.4 (0402), and linux guests could not ping each other. Turned out to be a known problem, and we had to apply latest RSU to get current. See:

The same would be true for SP2 and SP3 (ie. the z/VM fixes would still be required). It appears this problem was unique to a virtual QDIO NIC, so if they had a set of three subchannel addresses available to connect directly to the SLES9 guest they should be able to gain network connectivity.
