Not sure if this addresses your problem or not.  We installed SLES9 on zVM
4.4 (0402), and linux guests could not ping each other.  Turned out to be a
known problem, and we had to apply latest RSU to get current.  See:

There were updates to the QDIO and QETH Linux drivers shipped with SLES9
that required corresponding z/VM4.4 fixes. The same would be true for SP2
and SP3 (ie. the z/VM fixes would still be required). It appears this
problem was unique to a virtual QDIO NIC, so if they had a set of three
subchannel addresses available to connect directly to the SLES9 guest they
should be able to gain network connectivity. BUT, they will ultimately
either need to apply this service or upgrade to z/VM5.1
