Ah. Yes, this seems to help for the first CD, by specifying the fully-qualified subdirectory, which in our case is:
system-config-packages --tree=/mnt/linux/RHELAS40/zseries/update1/cd1 But not everything is on the first CD image. And you cannot start by pointing to CD 2.
