Biggest advantage to HLASM on zLinux is the *ability* to license it on IFLs. Assembles/compiles eat CPU like crazy. IFLs are cheaper than std engines, so you burn the IFL cycles on the CPU-intensive bits, and test on GCPs. HLASM on zLinux also lets you employ Eclipse and other nice development tools to mainframe development. It's just a licensing trick.
