What was the error you got when you ran SAMPNSS CMS? If it was command not found
then you need to ACCESS 193 x before you enter the command. If you are running
under some other user than MAINT you need to LINK MAINT 193 193 RR before you do
the ACCESS. The user must have the proper authority to define a NSS.

I always do this using the MAINT user and I have ACCESS 193 M in the PROFILE
EXEC on MAINT. The two commands you listed are correct and will work when issued
in the right environment.
