It happens that I do have that much experience and happen
to recognize the classic Apache webpage that indicates it was indeed
installed successfully.
But this person, despite his qualifications, most likely had never even
heard of Linux or Apache. If this had happened to me, say 4 years ago, I
would have been in the same boat.

Presumably you would have been a little quicker to spot that you were
being a dill, or maybe even a little cautions about collecting the facts
so as to begin to understand the problem before casting nasturtiums all
over the place.
