To my knowledge, SUSE does not ship a librsync package, let along
librsync-devel. Sounds like you're trying to take a non-SUSE binary RPM
and make it work. Not usually a good idea.

Subject: Looking for librsync-devel

I am looking for rpms or tarball for librsync-devel in order to satisfy
rdiff-backup. Environment is SuSE9 (intel and s/390). I can find
librsync-0.9.7 but not with the header etc. that goes into the
librsync-devel. TIA.
