I wouldn't recommend putting them anywhere under /usr/src/packages/.  That's 
where you would build new RPMs, and someone else coming along might not 
recognize them as vendor-supplied.

Essentially, if you're only going to install something on one system, where the 
RPMs are located at the point of installation isn't very important.  If you 
plan on installing them on multiple systems, then you might want to consider 
setting up some form of repository on one system, and pull the packages from 
the others.

To answer the OP's question directly, I don't believe there is such a document 
as he wants.

You don't even need to download RPMs to install them. You can use rpm -Uhv
http://... or other URL. If you do want to put them somewhere then
/usr/src/packages/RPMS/s390x is probably as good as place as any, but as
soon as they are installed you can delete them. The install process extracts
the needed files from the RPM package and puts them where they are supposed
to go, the database is updated with information about the package and its
contents, and the system is through with the .rpm file.
