Betsie,
so your z/VM console uses an address outside the address range you make
visible to your system. The address is defined in z/VM. Usually it is
address 0009. Double check using command 'q console'.

The HMC is no channel device but uses SCLP to communicate. So it is not
influenced by the cio_ignore parameter
