A trick: log in to your normal VM userid, access the TCPMAINT 592 disk,
and run the VM TELNET client. TELNET to your VM system. The VM telnet
client can generate control characters (see HELP TELNET). Escape is
cntrl-[ (left square bracket, I think).

Ugly, but it works. Doesn't give you fullscreen, but at least you can
fake your way through.
