We hit this a while back on the real OSA hardware -- it's a side effect of the OSA trying to be too smart for its own good. There is OSA microcode service that addresses it for the real hardware (you need it for HRRP), but I'm not sure those fixes got reflected into the CP QDIO simulation code. A workaround is to use the layer 2 device driver for the LDAP servers and keep the real OSAs in dumb layer 2 mode, or Adam wrote a little daemon that does the ARP flush that you can download from http://www.sinenomine.net.
