Personally,  I try to code for more robust behaviour,
but I cannot fault SuSE too much here.  It is fair for INIT scripts
to expect the superuser's environment to have been established.

And you are right,  LOOK AT THE CODE before turning 'sudo' loose.

Consider what Kris said about the  '-i'  flag on  'sudo'.
I am NOT a fan of  'sudo',  but I believe it will give the
granular control needed for this case and do so without undue exposure.
What else would you suggest?  We could hack something quickly in C.
(Heck,  I have C code somewhere that I would gladly contribute!)
But the maint would be a pain,  so 'sudo' seems the best fit.
