No, he's been contradicted by the Boeblingen guys before about this. By specifying "CONFIG_64BIT=y" or not, you can get a 64-bit or 31-bit kernel. Otherwise my Slack/390 systems wouldn't be able to generate 31-bit 2.6 kernels, and I most certainly can.
The thing about the 2.6 kernels is that there is no separation between "s390" and "s390x" files as there used to be. They're all in one architecture sub-tree (s390) and can be compiled as either 31 or 64-bit.
