Rob is correct it does say 'it depends', but gives one of the dependencies - processor time. The report also mentions that there are other considerations (trade-offs) such as performance information being reported (as Barton mentioned). Also, you need to consider: backup/recovery, management/provisioning, disaster recovery, and data administration. Many of these considerations are not performance related, the report only tries to address performance, and even one aspect of that in detail. But I hope it is helpful.
