I would agree with Kyle. Just chkconfig it to off and manually start it when you want to install maintenance. Note that zmd _seems_ to be required to be running when you want to install maintenance (assuming you're using the rug command or YOU). From what I can figure out, zmd is what actually talks to the network to download stuff for you.
