Yes, the install process stops at that point. If you start seeing the network setup scripts run, your IPL is already complete. You can restart the installer by re-executing /linuxrc.
You will want to connect to the system via SSH, not TN3270, once the network is up and running. Trying to run the setup command via TN3270 will not be very intelligible for you.
