:-)  Technically, UTC does change due to the addition of leap seconds.
Since 1972 there have been 23 seconds added with the most recent added in
December of last year.  The prior change was in 1999.  And just so there's
no panic: No leap second will be added in December this year.  (whew!  the
work week is long enough as it is! :-)  )

Indeed, this confirms that time goes faster than it used to. But you
missed one...

"The latest IERS Bulletin C from July 2005 announces a leap second to
be inserted at the end of December 31, 2005, at UTC midnight. This is
the first leap second that has been inserted after end of 1998, so
many applications which have been developed in the last 7 years may
not be aware of leap seconds, and thus may not have tis one handled
correctly."

Strangely enough, I never heard about this anymore. Maybe they did not
dare anymore.
