I think that the mouse does work with TERM=linux in mc if you use the -x
option.  So set up an alias for mc

alias mc="/usr/bin/mc -x"

and use TERM=linux.

Also, I set PuTTY's setting Terminal/Keyboard/The Function keys... to linux
so the Function keys would work.

It should not be too hard to create a myyast script to set TERM=linux, run
yast
and reset TERM to its original value. Then mc gets to work with TERM=xterm
and
yast sees its TERM=linux setting. It doesn't matter that PuTTY still thinks
it
is using xterm.
